Tushar Dogra, a key leader in the Vishwa Hindu Parishad (VHP) has been at the forefront of spreading anti-Muslim sentiment and promoting Hindutva ideology in Himachal Pradesh.

On December 15, 2024, at a Trishul Deeksha event in Nalagarh, Dogra openly pushed the unfounded ‘love jihad’ conspiracy, claiming that outsiders were taking jobs and manipulating Hindu women. He used derogatory language such as “Kathmulla” to demean Muslims, while also calling for an economic boycott of Muslim businesses. He urged Hindus to disengage from businesses run by the minority community.

His remarks escalated on December 22, 2024, at another Trishul Deeksha event in Bhoranj, Hamirpur, where he made threats of violence against those opposing their views. He falsely accused Muslims of being involved in cow slaughter, land grabbing, and trafficking Hindu women. Dogra also stirred up fear by claiming that Kashi and Mathura were the next targets for what he described as a ‘liberation’ similar to that of Ayodhya, further fueling tensions.

On January 5, 2025, at a Trishul Deeksha event in Sujanpur Tira, Dogra continued to spread the ‘love jihad’ and ‘land jihad’ conspiracies. He encouraged violence and called for a show of force by having 51 participants take an oath to combat these supposed threats.

Beyond his speeches, Dogra has played a role in organizing protests that have turned violent. During a protest in Shimla on September 11, 2024, he warned that the crowd could become uncontrollable, and soon after, clashes between protesters and police broke out. Dogra’s actions and speeches have clearly shown his commitment to promoting Hindutva ideologies and creating an environment of fear and hostility towards Muslims in Himachal Pradesh.

In September 2024, Dogra called for the repeal of the Waqf Act, alleging that it was enacted and amended to appease Muslim voters. He claimed that the law allowed the transfer of Hindu and government properties to Muslims, further fueling his anti-Muslim stance.
