Shivaray Kulkarni is a Bharatiya Janata Party (BJP) spokesperson from Amravati, Maharashtra. He is known for publicly supporting Hindutva propaganda and conspiracy theories about Muslims.

In February 2023, Kulkarni participated in an event organized by the Sakal Hindu Samaj, an umbrella body of Hindutva organizations, in Vidarbha, Maharashtra, where calls were made for the economic boycott of Muslim-owned businesses as well as laws against religious conversions and alleged “Love Jihad,” a conspiracy theory propagated by Hindutva groups that Muslim men seduce Hindu women in order to convert them to Islam.

“The objective is to provide a forum for the people to express their views, and the rallies channelize the unrest among Hindus,” Kulkarni stated, adding that the protests were labelled “Hindu Janakrosh” (Hindu anger).

Kulkarni also said the BJP would build on the event’s success. “Now we will go to houses, meet people and counsel Hindu girls that they should not get involved with Muslim boys,” he said.

In November 2024, Kulkarni supported Prime Minister Narendra Modi’s remark “Ek hain toh safe hain” (United, we are safe) during elections, saying it was “based on ground realities” and a long-lasting Rashtriya Swayamsevak Sangh (RSS) belief “to unite Hindus as one block rising above caste, community.” Kulkarni also supported Maharashtra Chief Minister Devendra Fadnavis’ claim about “Vote Jihad,” a conspiracy theory propagated by Hindutva groups that Muslims use democratic participation as a weapon against Hindus. He said it was understandable “if Muslims vote for the Congress because of ideology…But when they tell the community that Modi should be defeated at any cost, that people should vote for anybody other than the BJP… it is proof of ‘Vote Jihad.’”

On his social media, Kulkarni publicly promotes the RSS and its leader Mohan Bhagwat, regularly posts anti-Muslim content and pushes anti-Mughal propaganda.
